Many companies not only submit incomplete REACH registration\u00a0dossiers, but they also try to list several substances in one file and fail to be precise enough over the exact composition of\u00a0their substances, Dancet said.<\/p>\n

While the\u00a0review process of the first REACH registrations\u00a0is\u00a0still underway, ECHA\u00a0has already identified\u00a0some\u00a0systemic problems in the dossiers submitted.<\/p>\n

One of the most important lessons learnt\u00a0was the need to prevent\u00a0companies from registering many substances in one file, Dancet told EurActiv. \"There can only be a registration for one substance. You cannot take a group of substances and register them as one,\" he said.<\/p>\n

Furthermore, not all registrations so far have complied\u00a0\"with all technical rules,\" said Dancet. He said companies did not\u00a0seem to understand \"the business rules we apply in checking the files\".<\/p>\n

Dancet also stressed that many of the dossiers\u00a0were not good enough and needed to be sent back, because companies\u00a0were having\u00a0difficulty writing down the exact composition of a substance, and thus \"don't clearly distinguish which substances we are talking about\".<\/p>\n

Meanwhile, ECHA\u00a0is urging companies to\u00a0establish so-called 'Substance Information Exchange Forums' (SIEFs)\u00a0to share information, avoid double testing and allow the lead registrants to prepare joint registrations.<\/p>\n

After\u00a0over 2.7 million\u00a0pre-registrations for some 146,000 different substances - some 20 times more than expected by the Commission - ECHA expects some 55,000 substances to be registered by 2010. While 80% of all SIEFs\u00a0feature between 10 and 99 companies, less than 10% of\u00a0these forums\u00a0have\u00a0appointed\u00a0lead registrants so far.<\/p>\n

\"It is very important for companies to actually organise themselves\" to make sure that the lead registrant files the dossier \"not just a few days in advance,\" to make sure that\u00a0ECHA is\u00a0able to check\u00a0it\u00a0\"before the others register,\" Dancet said.<\/p>\n

He underlined that companies \"have every interest in making sure that the timing of the joint registration is really well coordinated\". Indeed, if\u00a0the\u00a0dossier is technically incomplete, companies \"will have to withdraw their products from the market until they have made a complete registration,\"\u00a0said Dancet.<\/p>\n

As for overall enforcement of REACH legislation and implementation rules, \"the enforcement laws can be extremely difficult\" as they are national and thus \"not necessarily the same,\" said Dancet. What\u00a0constitutes a grave mistake or non-compliance in one country\u00a0may\u00a0only be\u00a0average non-compliance in another, he added.<\/p>\n

In addition, not all member states have adopted enforcement rules yet. The European Commission is still awaiting notification of national REACH enforcement provisions from Austria, Belgium, Spain, Italy, Luxembourg, Latvia and Portugal.<\/p>\n
