Nanotechnology is a fast-growing field of activity in many sectors of industry, especially the chemical, pharmaceutical and electronics industries. As a result, the number of workers coming into contact with nanomaterials \u2013 objects whose size is measured in billionths of a metre \u2013 is set to rise sharply in the coming years. The ETUC is convinced that nanotechnologies and manufactured nanomaterials might have considerable development and application potential. However, the ETUC notes that significant uncertainties revolve around both the benefits of nanotechnologies to our society and their harmful effects of manufactured nanomaterials on human health and the environment. \u201cAfter the asbestos scandal, the ETUC finds it unacceptable that products should now be manufactured without their potential effects on human health and the environment being known unless a precautionary approach has been applied and made transparent to the workers<\/i>\u201d, argues ETUC Confederal Secretary Jo\u00ebl Decaillon. The resolution sets out a series of demands on different aspects of nanotechnology development:<\/p>\n
Marketing:<\/strong><\/p>\n \u00a0REACH\u2019s \u201cno data, no market\u201d principle must apply: nanometre forms of chemicals should not be allowed on the market unless sufficient data are supplied to show no harmful effect for human health and the environment; The ETUC further believes that consumers also have the right to know what is in a product. In many cases, manufacturers have published no information on tests done on nanotechnology products and their health hazards, or have not labelled consumer products as containing nanomaterials. Not being fully informed prevents the public from making informed decisions about the purchase and use of such products.<\/p>\n The ETUC wants all consumer products containing manufactured nanoparticles which could be released under reasonable and foreseeable conditions of use or disposal to be labelled. In addition, as part of the precautionary approach, ETUC calls on Member state authorities to set up a national register on the production, import and use of nanomaterials and nano-based products. Those measures would make it easier to monitor any human or environmental contamination and to identify where responsibility lay for any harmful effects.<\/p>\n Worker protection:<\/strong><\/p>\n \u00a0Amend Chemical Agents Directive 98\/24\/EC to require employers to implement risk reduction measures for substances not proven to be harmless; R & D:<\/strong><\/p>\n \u00a0Earmark at least 15% of public research budgets for health and environmental aspects; The ETUC calls on the European Commission and Member States to ensure real participation by European citizens in the debate on these new technologies.<\/p>\n The ETUC also stated that Industry Voluntary Initiatives<\/b> and Responsible Codes of Practices<\/b> may serve a useful purpose pending implementation of the necessary changes to the current legislative framework and\/or the introduction if need be of specific new European legislation to support responsible nanotechnology development.<\/p>\n Further information about ETUC's position on marketing, customer information and product declaration can be found here.<\/p>\n","protected":false},"excerpt":{"rendered":" The European Trade Union Confederation (ETUC) adopted a first resolution on nanotechnologies and nanomaterials at its recent Executive Committee meeting. \n\u00a0All nanomaterials, including those produced or imported in quantities below 1 tonne per year, must come within the REACH registration requirements;
\n\u00a0A chemical safety report must be produced for all REACH-registered substances for which a nanometre scale use has been identified.<\/p>\n
\n\u00a0Involve workers and their representatives in the assessment and reduction of nanomaterial-related risks;
\n\u00a0Improve worker information about nanomaterials that may be present in products to which they are exposed: safety data sheets must state whether nanomaterials are present;
\n\u00a0Provide training and health surveillance for workers exposed to nanomaterials.<\/p>\n
\n\u00a0Make health and safety at work aspects a compulsory part of all research projects.<\/p>\n
